icons: Papirus-Dark across gtk/qt/rofi; make qt6ct path absolute

Browse source 
qt6ct does not expand ~ in color_scheme_path, so the custom palette was
silently ignored. Papirus ships blue folders by default, which matches the
sky accent without papirus-folders.
